(3:138) This [Qur’an] is a clear statement to [all] the people and a guidance and instruction for those conscious of Allah.

(3:138) This (the Quran) is a plain statement for mankind, a guidance and instruction to those who are Al-Muttaqun (the pious – see V. 2:2).
